Assuming you have the phone number, you can try to determine what cell phone company the number is listed to and contact the cell phone company to determine who it belongs to. Sometimes you can get an answer from them and your search can be ended because you will have the information you need.

Other things that you can do is to use a reverse directory or look online at some of the free sites. Whatever you decide to do, be sure to do your research first.
